Housing Program

Housing Assistance Program (HAP)—This program can assist people who are facing eviction or who are seeking assistance to move into a rental.  There are income guidelines and limits of service.  This program begins at 150% of the Federal Poverty Guidelines.

Homeowners Emergency Mortgage Assistance Program (HEMAP)---This program can assist homeowners if they receive an Act 91 foreclosure notice.  The client’s circumstance determines whether they meet the guidelines of Pennsylvania Housing Finance Agency (PHFA), and are approved by them.  Our agency only completes the application for PHFA, we do not have any influence on approvals of the applications.  The process is similar to a mortgage application and can take up to 4+hours or more.  Client must provide copies of the paperwork needed.

Emergency Solutions Grant (ESG)---This program assists people who are homeless or near homeless.  There are income guidelines and limits of service.  To qualify you must have income of 30% of the Area Median Income or below.  The goal of the program is for participants to become self-sufficient after ESG assistance. 

Continuum of Care Program—Housing assistance is based on HUD’s Fair Market Rent amount which includes all utilities, therefore a rental must include utilities.  The number of bedrooms determines the fair market rent.  This applies to the TH, PSH and SSO Programs below.

Transitional Housing Program—(TH) This program is for participants who are homeless by the federal definition of homelessness.  Proof must be provided.  Clients must participate in a housing plan to assist them in becoming self-sufficient and connect them to mainstream resources.  Clients must seek employment to become self-sufficient and increase their income.  Assistance is short term.

Permanent Supportive Housing Program (PSH)---This program is for participants who are homeless by the federal definition of homelessness.  Proof must be provided by a doctor confirming that the participant is permanently disabled.  Clients are encouraged to seek employment and secure mainstream resources to aid them in improving their health.  Rental assistance is on-going provided the client is following the rules of the program.  A housing plan is developed with the case manager to assist the client in meeting their goals.

Family Service Account Program—Supportive Services Only---(SSO)---This program is for participants who are homeless by the federal definition of homelessness.  Proof of homelessness must be provided.  This program can assist with limited transportation and housing placement assistance.  Case manager will assist them in obtaining mainstream resources to assist them in becoming self-sufficient.

Supportive Services for Veteran Families---Veterans must be homeless or at risk of homelessness and proof must be provided.  Veterans must have an income of 50% of the Area Median Income or less.  Veteran must have a DD214 and meet a point system set up within the program as well as other criteria to be eligible.  Case management and possible short term rental assistance may be available for those who qualify.  Appointments must be made to determine eligibility.  Case manager will work with the veteran to connect them to needed mainstream resources.

Emergency Food and Shelter Program—(EFS)---This program provides emergency shelter to those who are facing an emergency housing situation.  Limited funds and time limits do apply.  This program is 150% of the Federal Poverty Income Guidelines or less.

$1 Energy Hardship Program---Clients must be behind in payments to certain utility companies and they must access the Low Income Home Energy Assistance Program (LiHEAP) at the Department of Public Welfare, if it is open at the time.  Clients must have paid at least $150.00 themselves toward their arrearage before assistance can be determined.

All utility companies have their own set of rules and criteria to meet in order to be eligible, so people seeking assistance should call the office for more information on programs such as Columbia Gas, Central Electric and PA American Water.
