     This program is designed to help people with low to moderate incomes. A savings account is establish and maintain  for the purpose of building the assets needed for obtaining future goals, with the ultimate goal of becoming self-sufficient.  A statewide initiative supported by the Pennsylvania Department of Community and Economic Development (DCED). 

Savings, plus the matched money you receive can be used for:

  • Buying a Home or Home Repair - FSA can be used for the down payment and closing costs on a home. If you already own your home, you may use your FSA savings for home repair and improvement.
  • Continuing Education - FSA can be used for education for yourself, your children, or grandchildren. This includes vocational/technical training, community college, 4-year college, or training to obtain a professional certificate or license.
  • Starting (or Expanding) a Small Business - You can use your FSA to cover the costs of starting a small business or expanding your existing business.
  • Automobile - You can use your FSA for a down payment on a new or used automobile.

How Does it Work?

  • Applicants must not exceed the 200% Federal Income Guidelines
  • Account holders save as little as $10 per week for a period of 12 or 24 months.
  • Matching funds will be provided at a rate of 1:1 match, up to $1000.00 per year, for one or two years.
  • Participants attend four basic financial management workshops in personal budgeting, credit and credit repair, banking products and options, loans and grant resources, and basic financial planning.
